Outside workers should be able to start at daylight. They are forced to work in the deadly conditions of the daytime heat. They should be able to ease that a little by working while it's still safe. Boo Hoo that someone lost a little sleep. Let's keep our outside workers alive. P.S. I sit at a computer all day.
